City of Calgary Construction Project Updates

Gas service disruption on 17th Ave – September 20th
Earlier this morning crews on 17th Ave hit a gas line between 1 Street S.W. and Centre Street that has caused gas to be shut off in the area. Emergency crews and ATCO Gas are on site working to repair the line and reinstate service, but at this time we are not sure how long this disruption will last. More information will be provided as it becomes available.

Schedule Update
Crews are about to move into the last block for the construction season this year between 4 Street and 5 Street S.W. We are behind schedule on the east end of the project, and because of this we have made some modifications so we can keep on schedule overall, and complete the necessary underground work this year in the construction area.

With the recent amount of rain that we received in the city there has been an impact to the schedule. Crews will be out as soon as the site conditions improve and dependent on weather conditions and any unforeseen challenges with the underground work, we anticipate to have the work done in each block for this season:

  • Macleod Trail to 1 Street S.E. the week of October 2, 2017
  • 1 Street S.E. to Centre Street the week of October 9, 2017
  • Centre Street to 1 Street S.W. the week of October 10, 2017
  • 1 Street S.W. to 2 Street S.W. the week of October 10, 2017
  • 2 Street S.W. to 4 Street S.W. the week of October 2, 2017
  • 4 Street S.W. to 5 Street S.W. the week of October 2, 2017

As we’re heading into the early fall, weather can have an impact on these estimates, and we will be coming back in 2018 to some of the blocks to finish off the road work, sidewalks, and street lights.

There have been delays on the east end of the project that have impacted the schedule and the amount of road work that can be completed this year. The challenges we’ve had installing tree trenches and coordinating the shallow utilities on the Avenue, we are reviewing the schedule for the upcoming construction seasons so we can avoid delays as the project moves forward.

Progress Update

Macleod Trail to 1 Street S.E.: Crews will be finishing up the concrete work on the north side of this block the week of September 18. On the south side, crews will be starting to install the tree trenches and work on the streetlights. Starting Friday September 15, 2017 to Sunday September 17, 2017 there will be lane restrictions on 1 Street S.E. so crews can do roadwork in the intersection.

1 Street S.E. to Centre Street: Crews should be finishing up paving this block early next week, and will be working on the tree trenches, manholes, and street lights next week.

Centre Street to 1 Street S.W. (full road closure): Crews are finished with the underground work in this block, and paving will wrap up this week. Crews will be doing electrical work on the street lights next week, and we expect to be working in this block until the week of October 10, 2017.

1 Street S.W. to 2 Street S.W. (full road closure): Crews are finished with the replacement of the utilities in this block, and paving should be wrapped up by early next week.

2 Street S.W. to 4 Street S.W. (full road closure): Starting at 7 p.m. September 15 until 5 a.m. September 18, the intersection of 4 Street S.W. and 17 Avenue will be closed to traffic so crews can tie in the water line in the intersection.

4 Street S.W. to 5 Street S.W.:
Crews will be putting up fencing and starting work in this block the week of September 18. While we’re working in this block one lane of traffic, for eastbound traffic, will be open. Once the water line is replaced this construction season, crews will patch the roadway where crews were working. Crews will be back in this block next construction season to complete the sidewalk and road work and to replace the street lights in this block.

Bus Detours
Starting Friday, September 15 at 6 p.m. to Sunday, September 17 at 6 p.m. there will be temporary bus detours for routes 3, 6, 7, 17 and 449 for both north and southbound passengers. For more information on these detours visit construction crews start work between 4 Street and 5 Street next week, there will be detours for the routes 6, 7. Route 6 will be detoured to 15 Avenue S.W. between 1 and 4 Streets S.W. and route 7 will be detoured to 14 Avenue S.W. between 1 and 4 Streets S.W. cReative Realm – Kaleidoscope Eyes
The next project as part of the cREative Realm will be unveiled this Saturday, September 9 at McHugh House with an all ages music show. Kaleidoscope Eyes will enhance the experience of 17th Ave between Centre Street and 1 Street S.W. by altering perception by using visuals, music and immersive art making with the intent of changing the way that Calgarians view a cityscape and the construction around them. The artists will build a large scale kaleidoscope that will be accessible to the public at multiple events this month. The kaleidoscope will show the viewer either coloured glass etchings or collages of photos of 17th Avenue.

1 Street SW Improvements
Construction on the 1 Street SW Corridor Improvement project has now begun with anticipated completion by Fall 2017.

This project will improve the streetscape for pedestrians and transit riders by providing wider sidewalks, more prominent crosswalks, upgraded LED pedestrian and street lighting, additional bike racks, increased number of on-street parking spaces and new tree plantings. The design builds on the existing character of the blocks located between 12 and 14 Avenues, extending the streetscape design along the full length of the corridor – from the CPR underpass to 17th Avenue.

The improvements will be completed in stages in a way that minimizes impacts to businesses, residents, pedestrians, and motorists.

Building Safety During Construction
The project team would like to remind everyone with a property or business along 17 Avenue S. to review their emergency access routes to ensure safe, easy access to muster points during construction. Crews will do everything they can to ensure safe access to sidewalks throughout construction.

Pocket Plaza Approved
You may have heard that City Council approved an application to develop a pocket plaza on 5A Street and 17 Avenue S.W.

The 17th Avenue Pocket Plaza project is a community-led initiative to reclaim an under-used space as a public place along one of Calgary’s main streets at the corner of 5A Street and 17 Avenue S.W.

The 17 Avenue S. construction team supports this revitalization of a public space and will be working with The City’s Urban Strategy division to coordinate construction of the plaza.

Business Support
To help support businesses through construction, we’re developed a marketing campaign, which began April 17:

  • Advertisements at the Victoria Park/Stampede station
  • Radio ads on five major radio stations and our partnership with X92.9
  • Geo-targeted online ads
  • Promotion through The City’s social media channels
  • Specialized wayfinding construction hoarding around work zones

What to expect during 2017 and 2018 construction
In general, each block will see some of the same kind of construction work and impacts:

  • Temporarily remove on-street parking
  • A full closure (no traffic) or partial closure (one eastbound and one westbound lane remain open)
  • Ongoing heavy construction between 7 a.m. and 7 p.m. daily (information on daily schedules will be available closer to April)
  • Sidewalks and pedestrian accesses will remain open to businesses along 17 Ave SW
  • Reopen traffic lanes and on-street parking once the road work phase is complete
